Lightly drizzle olive oil in cloves of garlic and place them in aluminum foil. Toss cauliflower florets with olive oil, salt, and pepper on the baking sheet as well. Bake cauliflower and garlic for 30 minutes. Heat olive oil in a pot and saute onions. Add carrots, celery, paprika, and salt. Add vegetable broth and bring it to a boil. Add the roasted cauliflower and garlic and bring it to a boil. Blend puree in the blender until it becomes smooth before serving.
